These notices shall satisfy procedural requirements for activities to be undertaken by the Housing Assistance Corporation.

REQUEST FOR RELEASE OF FUNDS

On or about October 1st, the City of Hendersonville's Community Development Department will authorize the Housing Assistance Corporation to submit a request to the Self-Help Homeownership Opportunity Program (SHOP) to fund the land acquisition for single-family development. This purpose of the project is to construct 6 single-family homes for low-income households, which are defined as households at or below 80% of the area median income, on Wilmont Drive in Hendersonville, North Carolina. The estimated total cost of the project is $1,650,000, with $125,000 support from SHOP funds.

FINDING OF NO SIGNIFICANT IMPACT

The City of Hendersonville encourages the public's participation and welcomes comments on the determination of no potential effects on historic or cultural resources for the proposed project. This documentation is available for public inspection at the City of Hendersonville's Community Development Department, 100 North King Street, and on the city's website (www.hendersonvillenc.gov). PUBLIC COMMENTS

Any individual, group, or agency may submit written comments on the ERR to the Community Development Deportment. All comments received by October 15, 2025, will be considered by the Community Development Deportment prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.

ENVIRONMENTAL CERTIFICATION

The Community Development Department certifies to SHOP that Mr. Lew Holloway, in his capacity as Director, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The Self-Help Homeownership Opportunity Program’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Housing Assistance Corporation to use Program funds.

OBJECTIONS

The Self-Help Homeownership Opportunity Program will accept objections to the Responsible Entity's (RE) Request for Release of Funds and Environmental Certification for a period of fifteen days following the submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the RE; (b) the RE has omitted a step or failed to make a determination or finding required by HUD regulations at 24 CFR part 58; (c) the RE has omitted one or more steps in the preparation, completion or publication of the Environmental Assessment or Environmental Impact Study per 24 CFR Subparts E, F or G of Part 58, as applicable; (d) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds and approval of the environmental certification; (e) another Federal agency acting pursuant to 40 CFR Port 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to Housing Assistance Council ISAOA/ATIMA, 1828 L St. N.W., Ste.205, Washington, DC 20036 or hac@ruralhome.org for the Self-Help Homeownership Opportunity Program. Potential objectors should contact the office to verify the actual last day of the objection period.
