What is Core of the City Academy?

Core of the City Academy is a no cost 8-week course that will give participants firsthand experience with department heads, city leaders, and front-line staff on the work the city does every day to support residents, visitors, customers, and business owners. Participants will be required to attend at least 6 of the 8 sessions and do one extracurricular activity (e.g. Police or Fire Department ride along, attend a committee meeting, etc.) 

Graduates of the program will be recognized by City Council at the May 6, 2026, council meeting. 

When Does it Take Place?

Applications open January 5th. You can apply by visiting www.hvlnc.gov/COTC, or the customer service window at City Hall. The deadline to apply is February 20th at 5 PM.

Classes begin March 10th and will occur weekly through April 28th from 6 – 8 PM. 

Dinner will be provided at each session.

Who Should Apply?

We encourage anyone curious about city government to apply. The maximum class size is  20 people.

Where/What to Expect

Each session will be held at a city facility including City Hall, City Operations, Fire Station 1, and Water & Wastewater Treatment Plants. A schedule will be handed out upon enrollment.

Why Is This Academy Being Offered?

Increasing transparency is a priority for City Council and by offering an academy like Core of the City, we are giving people a behind-the-scenes look at how the city operates and the limits of its authorityParticipants will learn about how their tax dollars and fees are spent, and more about the people and teams who are providing municipal services. We hope that by increasing awareness we can empower people to gain a deeper understanding of local government, engage with city processes, join boards and committees, or even apply to work for the city.
