Please note: the City no longer allows the initiation or the disconnection of service over the phone. All customers must use the online forms (below) or visit our physical location. You may call us at (828) 697-3052 to request forms be mailed or faxed to you in the event you are unable to visit our offices or use our online form.


Starting new water and sewer service

Customers are provided a number of options to initiate water and sewer service. 

Please note: new customers are required to provide a $100 security deposit to start service. This requirement is waived for customers who enroll in our Automatic Bank Draft program and remain for 6 months with no insufficient fund notices.  To enroll, please contact Customer Service at 828-697-3052,  or e-mail.  Please complete the Authorization Agreement.

We encourage customers to come to City Hall, Third Floor, 145 Fifth Ave. E., Hendersonville, if interested in opening a new account. In this manner, our customer service representatives get to meet you and walk you through the setup process. Please bring the following documents/Information with you (if applicable/available). All forms are available in Customer Service.

Required Information:

  • Legal Name of the Account Holder(s) (all individuals listed on the Deed or Lease Agreement need to be account holders)
  • Social Security Number or Federal Tax ID Number
  • Physical Address of the service location
  • Billing Address
  • Email Address (if signing up for e-billing)
  • Telephone Number
  • Rental Lease Agreement
  • Deed**
  • Photo Identification**

**All Rental agreements must be signed by the Property Management/Owners of the property to be considered a valid lease. Proof of Residence and Identification may be sent via photo to instead of as a file attachment.

Starting New Service Online 

If you need to submit the form(s) online, please select the appropriate online link below. You may attach the required documentation in the online submission form or submit them to our Customer Service Team at our City Hall address. Alternatively, you may e-mail a photo file. Failure to submit the required documentation, i.e., proof of Identification and proof of residence, could result in a delay or non-establishment of your utility account.
