Job Description:

Responsible for performing technical support work and other related activities assisting in identifying and locating inflow (surface water) and infiltration (groundwater) into the City’s sewer collection system.  An employee in this class operates various types of electronic equipment used to identify and locate inflow of surface water and infiltration of groundwater into the City’s sewer collection system. This employee will compile and submit data collected to the Utility Systems Supervisor, utilities engineer and utilities director for analysis and appropriate corrective action.  Work also involves setting up open channel flow monitoring equipment in manholes, while maintaining weather and precipitation monitoring equipment at pump stations and in other locations, all required to determine volume or potential volume of surface water and groundwater entering the City’s sewer collection system.  Work is usually performed alone and requires independent initiative and the ability to meet deadlines. Work is performed under the general supervision of the Utility Systems Supervisor and is evaluated by visual inspection of work, periodic meetings, compliance with safety procedures, and overall quantity and quality of work performed. 

ESSENTIAL JOB FUNCTIONS 

  • Operate equipment including open channel flow measuring equipment and use of other devices and equipment required to determine where surface water and groundwater are entering the City's sewer collection system.  
  • Performs smoke testing in collection system to determine entry points for surface water into the City’s sewer collection system; notifies customers, fire department personnel and dispatching personnel of upcoming smoke testing activities; and provides results of testing to supervisor and utilities engineer for corrective action planning. 
  • Downloads data from monitoring equipment and enters data gathered into database to facilitate analysis of inflow of surface water and infiltration of groundwater by the supervisor and utilities engineer.  
  • Performs sequential actions to locate inflow and infiltration (I/I) by applying knowledge of I/I (inflow and infiltration) detection practices and reading and interrupting sewer collection system maps and drawings.  
  • Utilizes tools to safely expose manholes, clean-outs and air/vacuum release valves.  
  • Sets up barricades and/or other traffic devices in the field to ensure safety in the working environment.  
  • Collects GPS (Global Position System) data regarding location of manholes, clean-outs and air/vacuum release valves.   
  • Performs calibration and routine maintenance on equipment and/or arranges for repair as required. 
  • Communicate with other internal divisions as needed regarding I/I detection activities.  
  • Help the public and/or department or other City staff regarding departmental policies, procedures, and activities. 
  • Assists Leak Detection Technician, as needed. 
  • Performs other related job duties as assigned.  

 

QUALIFICATIONS FOR I/E TECHNICIAN CAREER LADDER

 

Instrumentation & Electrical Technician I – Grade 12 - $44,800 -$56,000

Education and Experience: 

High school diploma or equivalency; and two (2) years of experience in water and wastewater repair, maintenance and/or construction; or an equivalent combination of education and experience.   

Special Qualifications: 

  • Possession of a valid driver’s license to operate a motor vehicle.  Requirement exists at the time of hire and as a condition of continued employment. 
  • Must be certified at the NC Wastewater Collection System Operator Grade II level. 
  • NCDOT flagger certification, preferred. 
  • Confined space entry training.

Instrumentation & Electrical Technician II – Grade 13 - $47,000- $59,000

Education and Experience: 

High school diploma or equivalency; and four (4) years of experience in water and wastewater repair, maintenance and/or construction and two (2) years of direct sewer system inflow infiltration detection experience; or an equivalent combination of education and experience.   

Special Qualifications: 

  • Possession of a valid driver’s license to operate a motor vehicle.  Requirement exists at the time of hire and as a condition of continued employment. 
  • Must be certified at the NC Wastewater Collection System Operator Grade 3 level. 
  • NCDOT flagger certification, preferred. 
  • Confined space entry training. 
  • 2 yr experience use of Smoke Detection Equipment. 
  • 2 yr experience using open channel flow metering or associated equipment. 
  • Trenching and Shoring certification. 
  • CPR and First Aid certification. 
  • Must have a minimum of 1 year experience as an I&I Technician I. Other related experience in equivalent position(s) will be considered.

I/E Technician III – Grade 14 - $ 49,000 – 62,000

Education and Experience: 

High school diploma or equivalency; and six (6) years of experience in water and wastewater repair, maintenance and/or construction and four (4) direct years of inflow infiltration detection experience; or an equivalent combination of education and experience.   

Special Qualifications: 

  • Possession of a valid driver’s license to operate a motor vehicle.  Requirement exists at the time of hire and as a condition of continued employment. 
  • Must be certified at the NC Wastewater Collection System Operator Grade 4 level. 
  • NCDOT flagger certification. 
  • Confined space entry training. 
  • Must have a minimum of 1 year experience as an I&I Technician II. Other related experience in equivalent position(s) will be considered. 
  • May be required to serve as Operator in Responsible Charge (ORC) or back-up ORC for sewer collections, depending on area of assignment. 

 

KNOWLEDGE, SKILLS AND ABILITIES:  

  • Knowledge of City utility construction and maintenance procedures practices, engineering standards and customer service policies. 
  • Knowledge of utility design and construction principles, methods, materials, and procedures. 
  • Knowledge of City’s sewer collection system. 
  • Knowledge of computer mapping software and hardware. 
  • Knowledge of asset and work order management software, like Cityworks and Freelance. 
  • Knowledge of surveying methods and practices. 
  • Skill in writing and verbal communication. 
  • Skill with troubleshooting and natural mechanical and analytical abilities. 
  • Skill in providing excellent customer service. 
  • Ability to operate inflow and infiltration equipment and associated hardware/software. 
  • Prepare accurate records and maintain databases using Excel, Access or other programs. 
  • Establish and maintain effective working relationships and communicate effectively with customers, the public, contractors and other employees. 

 

PHYSICAL DEMANDS 

Work in this classification is defined as heavy work requiring the physical exertion of up to 100 pounds of force occasionally, and/or more than 50 pounds of frequently, and/or up to 20 pounds of force constantly to move objects. Employees must perform the following physical activities: climbing, balancing, stooping, kneeling, crouching, reaching, walking, standing, pushing, pulling, lifting, grasping, feeling talking, and hearing. Employees must have the visual acuity to visually inspect small defects or parts, operation or inspection of machines and earth moving equipment, use measurement devices, and to determine the neatness and accuracy of work assigned. Employees must have the stamina to work for extended periods, some of which in emergency situations. 

WORK ENVIRONMENT 

Work is primarily performed in outside environmental conditions including extreme heat and cold with snow and ice. Employees are subject to noise which may cause the employee to shout to be heard above the ambient noise level. Employee is subject to vibration, such as exposure to oscillating movements of the extremities or whole body and is also subject to workplace hazards including proximity to moving mechanical parts or exposure to chemicals, oils, fuels, and potential for bloodborne pathogens in raw untreated sewage. Employees are subject to atmospheric conditions due to exposure to fumes, odors, dust and oils.  May work in close quarters, crawl spaces, shafts, manholes and other areas which could cause claustrophobia.
