Notice of Public Hearing

The City of Hendersonville City Council will hold a public hearing during its regular meeting on Wednesday, June 24, 2026, at 4:00 p.m., or as soon thereafter as it may be heard, in the first-floor meeting room of the City Operations Center, 305 Williams St., Hendersonville, NC 28792.

The purpose of the public hearing is to consider the submission of a Community Development Block Grant Application for the Howard Gap Road Water Improvements to support the expansion of the BorgWarner Inc. facility in Henderson County. The grant, an Economic Development Grant (CDBG-ED), is offered through the North Carolina Rural Economic Development Division of the Department of Commerce (REDD), and would be for the extension and looping of approximately 20,000 linear feet of 12-inch water main along Howard Gap Road, from Sugarloaf Road to Upward Road, to both support the project and increase water service and reliability generally.

The project would result in the creation of 378 new jobs over a three-year period paying an average annual wage of $67,047.00. The total estimated cost of all activities included in the grant application is $7,165,000.00, The funding request for the CDBG-ED grant application is $1,862,000.00 which represents 26 percent of the total cost of the project. The remainder of the project would be supported by Drinking Water State Revolving Funds and Golden Leaf grant funds.

The application would be submitted in partnership with the Henderson County Partnership for Economic Development (HCPED). The public is invited to the June 24, 2026 public hearing to comment on the proposed grant application. After this public hearing, and if the City Council votes to proceed with the grant application, the City and HCPED will finalize the application for submission to REDD for consideration.

Digital/written public hearing comments must be received twenty-four hours prior to the meeting to be considered by the City Council and must comply with security criteria in the Council’s Public Comment Policy, available on the City’s website.

 Public hearing comments will also be accepted during the meeting from those attending in person and from those participating live via ZOOM at the designated time at this meeting. For security reasons, screen sharing will not be allowed. Anyone wishing to submit written/digital public hearing comments for these public hearings prior to the meeting may visit https://www.hendersonvillenc.gov/comment to submit their comment. It is not necessary to submit digital comments if you are planning to address City Council during the meeting.
