RFQ - Water Treatment Facility Master Plan

Addendum 1 - 12/28/2021

The City intends to contract with one qualified firm to provide engineering services for the development of Water Treatment Facility (WTF) Master Plan. The primary goal of the Master Plan will be to identify improvements and expansions to the City’s 12-MGD, conventional treatment process, WTF located at 4139 Haywood Road, Mills River, NC within a future planning period to ensure the facility is reliably maintained and expanded to meet future demands. It is assumed that future water demand projections will be provided for development of this WTF Master Plan from a concurrent Distribution System Master Plan update. The scope of services includes, but is not limited to:

  • Condition assessments of existing infrastructure and major process equipment, including mechanical systems, electrical systems, structures, and communications networks.
  • Review and evaluation of each treatment process for capacity, reliability and redundancy, potential capacity re-rating, and future expansion.
  • Recommended facility improvements including project descriptions, capital and O&M costs, and project prioritization in the planning period.
  • Present worth analyses for each of the recommended improvements to assist the City in establishing capital improvement project budgets.

SOQs shall be submitted in PDF format via e-mail. Submissions must be emailed to Adam Steurer, Utilities Engineer, Hendersonville, NC at asteurer@hvlnc.gov by 2:00 p.m. local time on Wednesday, January 12, 2022. SOQs received after this deadline will not be considered. PDF files must contain the signatures of company representatives who are authorized to execute documents on behalf of the firm.
