The City of Hendersonville is seeking a federal SS4A grant for the 7th Avenue Safety Implementation Project. This project will improve safety for all travel modes, contribute to the quality of life of area residents and visitors, enhance local connectivity, and promote small-town economic development through the provision of 0.4 miles of safer, convenient, and more beautiful 7th Avenue.

Project Goals:

  • Creating a safer local transportation system
  • Increasing quality of life for local families and individuals, and visitors
  • Providing improved accessible, affordable, and connected transportation options while maintaining vehicular roadway capacity
  • Safer conditions for people walking and biking to reduce crashes, especially fatal and serious injury crashes

Community Engagement

The proposed safety improvements along 7th Avenue are grounded in extensive public engagement conducted through the Regional Safety Action Plan, the Walk Hendo Pedestrian Plan, corridor studies, and broader comprehensive planning initiatives. Since 2008, residents, business owners, advocacy groups, agency partners, and other stakeholders have consistently identified concerns related to speeding, pedestrian visibility, crossing comfort, sidewalk gaps, and uncomfortable walking conditions. More than 580 residents were engaged through recent grant related outreach, with the overwhelming majority in support.

The 2026 SS4A Grant Application is submitted by the City of Hendersonville in partnership with the North Carolina Department of Transportation, the French Broad River Metropolitan Planning Organization, Henderson County, Friends of Ecusta Trail, and the Blue Ridge Bicycle Club.
