The Hendersonville Police Department embraces a philosophy that public transparency is crucial to trust building. The Police Technology webpage is where you can find current information about police technology, policies governing its use, and individual and organizational accountability.
LPRS Technology
LPRS stands for License Plate Recognition Systems. ALPR stands for Automated License Plate Recognition or Automated License Plate Readers. This technology has been part of law enforcement’s toolkit for decades, but technology advances and expanded networks have renewed interest and attention on these systems. The systems use cameras and software to automatically capture and analyze vehicle and license plate information.
There are currently 15 license plate recognition cameras.
The cameras are located on major state roads throughout the City of Hendersonville.
HPD currently contracts with Flock Safety for LPRS. View the contract documents for additional details.
The cameras capture a point-in-time, retrospective picture of a license plate and vehicle from the rear.
The cameras:
- Do not collect biometric data or perform facial recognition
- Do not use signal tracing or device tracking features.
- Do not track people’s movements.
- Do not access personal identifying information.
- Department policy clearly defines authorized and prohibited uses. Visit the portal to view the policy.
- Mandatory fields prevent unauthorized searches within the system.
- Searches are audited, and the findings are sent to the Chief of Police monthly for review.
- Any prohibited use results in administrative and/or criminal penalties.
- Bank Robbery – the suspect was arrested hiding in a motel in Greenville, SC., within 13-hours.Evidence and money was also recovered. (Aug 2024)
- Missing Person – a woman was found safe by Jacksonville, FL. Police, within minutes of a LPRSsearch. (Sep 2024)
- Critical Missing Person – an elderly man with dementia was found safe before the reportingofficer cleared the scene. (Oct 2024)
- Murder – a homicide suspect was identified within 24-hours and later arrested after witnessesdescribed a vehicle seen speeding from the scene. (Dec 2024)
- Domestic Violence – suspect was arrested within 30-minutes of the crime beingreported. (July 2025)
- Bomb Threat – a suspect was located after witnesses suspected he threatened to blow-up alocal retail store. (March 2026)
- Armed Robbery – suspects were located and arrested within 90-minutes of the crime beingcommitted. (May 2026)
- Assault – a suspect from Charleston was identified and charged after assaulting a 16-year-oldduring Garden Jubilee. (May 2026)
Chief Blair Myhand provided City Council with an update on the department's use of LPRS at the September 3, 2026 City Council meeting.
